one sec is free for a single app of your choice; covering more than one is $2.99 a month or $19.99 a year. Otto has no cap on how many apps you cover and no paid tier at all.

one sec is built on one genuinely good idea: a deliberate pause and a breath before the app opens, which breaks the reflex rather than fighting it. If you do not want to be blocked, you want to be interrupted, that is a different product and Otto does not do it.
If a pause is not enough and you want the door actually shut, Otto shuts it. A budget that runs out, or a window where the app does not open at all, on as many apps as you like.
No paid tier, no trial that expires, no account. There is a tip jar in the settings and that is the whole business model.
